The cause of high unemployment is not the lack of job skills, it is the lack of jobs. Almost 75% of the jobs that have not been restored are in construction, retail and manufacturing; 22% of the unemployed are black workers.

The recession hurt employment in Hispanics/Latino-owned small businesses more than it did for any other race or ethnic group; 55% of Hispanic businesses cut their work force while 29% cut it by 50% or more.
